Environmental Impact Statements

Under the National Environmental Policy Act (NEPA), federal agencies are required to prepare a detailed statement known as an Environmental Assessment (EA) or Environmental Impact Statement (EIS), as dictated by the scope of the project.  The purpose of this process is to incorporate environmental values into decision making by weighing the environmental impacts of proposed actions and considering alternatives to those actions.  To meet NEPA requirements, federal agencies begin the process with a proposal.  Limited federal actions may avoid the need to prepare an EA or EIS if the criteria for a Categorical Exclusion (CATEX) are met.  Otherwise, the agency must prepare an EA, which can result in either the Finding of No Significant Impact (FONSI) or the need to prepare a more intensive EIS.  An EIS includes a statement of purpose and need, a description of the affected environment, a range of alternatives, and an analysis of the impacts imposed by a project.  Once the EIS is finalized, a Record of Decision (ROD) is issued and recorded with the Environmental Protection Agency (EPA).
