ACTIVE CONSTRUCTION PROJECTS

Terminal Projects

TERMINAL D-E EXPANSION 

This $341 million project consists of a new multi-level connector building between Terminals D and E, a 50,000 square foot addition to the Terminal E concourse, a 9,000 square foot connector building between Baggage Claims D and E, and various renovations to areas within the two terminals and the adjacent Satellite Thermal Plant.
Phases 1A and 1B are the new multi-level connector building between Terminals D and E. The first level houses a new baggage make-up area that will replace the existing bag make-up in each of the terminals. This area also contains an Explosive Detection System (EDS) to be operated by the TSA as part of an in-line baggage screening system. The second level includes a 14-lane passenger security screening area serving both terminals.  On the third level are the Division of Aviation offices. Phase 1A, consisting of site work, building foundations, utility relocation and structural steel placement for the connector building, is complete. Phase IB included the building envelope and interior fit out to complete the connector building. 
Phase 2 modifications will include an increase of 23 ticket counter positions with larger queuing spaces, increased public circulation, new concessions, renovation of other tenant spaces, and expansion of the D and E Bag Claim facilities.  The Bag Claim buildings for Terminals D and E will be connected with a one-story addition that will contain two new baggage carousels and the existing facilities will be renovated.
E Terminal and E Concourse were expanded in Phase 3 with the construction of a 2-level addition at the end of the concourse. Airline Operations space is at ground level while the second level provides hold rooms, concessions, rest rooms, and operations space to accommodate three new gates and four relocated gates.
Projected completion date: September 2013

TERMINAL F EXPANSION 

Terminal F is being expanded to enhance the amenities and services offered to our passengers using the facility. This project is budgeted at $117 million and includes a new Baggage Claim facility, expanding the Security Checkpoint, expanding the Concourse, and developing additional space for concessions.

Targeted completion date: Fall 2015

TERMINAL A-EAST IN LINE BAGGAGE SYSTEM

This $32 million project includes a new Checked Baggage Inspection System (CBIS) in Terminal A-East and upgrading the existing CBIS serving the east half of Terminal A-West to comply with the latest TSA standards.

SATELLITE THERMAL PLANT COOLING TOWER REPLACEMENT AND MECHANICAL ROOM 14 REHABILITATION

This $3.5 million project consists of the removal and replacement of six existing cooling towers and associated piping and valves located on the roof of the Satellite Thermal Plant.  Rehabilitation of Mechanical Room 14 includes replacement of an air handling unit and associated ductwork and piping, exhaust fans, diffusers, grilles, registers, hot and chilled water piping, and ceiling work.

Projected completion date: End of March 2013

B/C CONNECTOR AND C/D LINK ROOF REPLACEMENT
 
Replacement of the existing modified bituminous roof at the B/C Connector and the C/D Link is included in this $1.7 million project.
 
Projected completion date: April 2013
 
TSA CCTV EXPANSION - PHASE III
 
This $1.7 million project includes the expansion of the existing video surveillance (CCTV) system and addition of existing analog video cameras to the airport’s Pelco Endura system for video recording and viewing over the security IT network.
 
Projected completion date: End of March 2013
 
Airfield Projects

REHABILITATION OF RUNWAY 9L-27R AND CONNECTOR TAXIWAYS

Pavement replacement will extend the life of the 9,500' of Runway 9L-27R and the connector taxiways in this $36 million project.  Replacement of runway centerline, edge and guard lighting systems is also included.

CARGO CITY STOCKPILE RELOCATION

This $4.8 million project includes the relocation of 200,000 cubic yards from the Cargo City stockpile to four airfield sites. Drainage pipe installation is also included.

Projected completion date: December 2013

Landside Projects

Gate 8

Construction of a manned vehicle entrance gate with a card access system at the east end of the Airport on Island Avenue is included in this $ 2.8 million project.

Projected completetion date: June 2013
 

FENCE AND GATE HARDENING

Installation of manually operated crash beams, reinforcement of existing fence with steel cable, and guide rail and barrier placement to harden the perimeter fence and access gates is included in this $1.6 million project.
 
Projected completetion date: End of March 2013
 
SIGN STRUCTURE REPAIR AND LIGHTING
 
This $1.5 million project includes structural repair and installation of lighting for overhead signs and street lighting cable, pole and fixture replacement on the Departures Road.
 
Projected completion date: December 2013
 
LANDSCAPE IRRIGATION
 
This $1.1 million project includes new piping, yard hydrants, and hose bibs for irrigation for various landscape areas and horticultural beds throughout the airport landscaped facilities.

UPCOMING CONSTRUCTION PROJECTS

HVAC IMPROVEMENTS

This HVAC improvement project consists of the removal and replacement of the air-handling units and associated distribution piping in the terminal building complex.  Also included are renovations to the offices, control rooms, restrooms in the Central Utility Building, and building automated system upgrades.
 
PHL SIGNAGE UPGRADE
 
This project estimated between $2 and $5 million consists of the manufacture and installation of signage throughout the airport.
 
Airfield Projects

NEW EXIT TAXIWAY K5
 
Construction of exit Taxiway K5 is included in this project estimated at over $5 million.  The new taxiway will reduce the runway occupancy time for aircrafts unable to exit at Taxiway K4 by providing a high speed exit alternative to the existing 90◦ taxiways.  Please note this project has already been bid.
 

TAXIWAY K EXTENSION 
 
This project estimated at over $5 million includes 2,225 square feet of bituminous pavement to create two connectors between Taxiway Y and Taxiway Z and will improve aircraft operations in Cargo City.  Centerline and edge lighting, new signage, and drainage improvements are also included in this project..

 
Landside Projects

WETLAND MITIGATION FOR TAXIWAY K EXTENSION

Construction of a wetland mitigation consisting of approximately two acres of wetland enhancement and 0.33 acres of upland buffer located at Bartram’s Garden are including in this project estimated between $500,000 and $1 million.  Bid opening is March 12, 2013.
 
SATELLITE THERMAL PLANT ROOF REPLACEMENT
 
This project estimated between $300,000 and $500,000 consists of the removal of the existing EPDM roof membrane flashings and deteriorated insulation and wood blocking;   installation of new SBS modified bitumen roof with associated flashings and other accessories; replacement of deteriorated insulation and wood blocking; and removal, cleaning, restoration, storage, reinstallation, and grounding of existing parapet mounted artwork at the Satellite Thermal Plant.
 
 
Terminal B/C with Scaffolding
