The City of Philadelphia DBE Program Office  certifies firms to participate on projects that receive federal funding.  The DBE Program Office operates under federal law (49 CFR Part 23 Part 26 ) and the Mayor’s Executive Order #14-08.  The DBE Program is a small business program that has both personal net worth and business size caps. 

The Pennsylvania Unified Certification Program (PA UCP) provides “one stop shopping” for certification of DBE applicants. A DBE applicant need only file one application to become certified for all recipients of United States Department of Transportation (FAA, FHWA, and/or the FTA) funds in Pennsylvania.

The City of Philadelphia Office of Economic Opportunity (OEO) registers firms to participate on projects that are funded solely by the City. OEO operates under Mayor's Executive Order 5-10, Mayor's Executive Order 14-08Mayor's Executive Order 02-05 . 

Philadelphia International Airport operated by the City of Philadelphia, hereby publishes a proposed overall three-year goal for its Disadvantaged Business Enterprise (DBE) Program for Federal Fiscal Years 2017, 2018, and 2019 for the Philadelphia International Airport.  The proposed overall goal is 16.30% for all FAA-AIP funded projects.  The methodology used in developing this goal is available for inspection during normal business hours at the Philadelphia International Airport, DBE Compliance Program Office, Terminal D/E - Executive Offices, Philadelphia PA 19153.  The Airport will receive and consider public comments on the proposed goal until July 8, 2016.  Comments may be submitted to the Airport at the above address.

PHL 3-Year DBE Goals

In fulfillment of the requirements of Title 49 Code of Federal Regulations Part 26 (49 CFR Part 26), the Philadelphia International Airport has developed a proposed Overall Goal for FFY 2014-2016 for Airport Improvement Program (AIP)-funded projects at the Philadelphia International Airport and the Northeast Philadelphia Airport.
