Greg Phillips, AAE, MBA, is the Chief Operating Officer for the City of Philadelphia Department of Aviation. He was appointed in May 2025. As COO, Mr. Phillips oversees all day-to-day operations of PHL and PNE, including landside and airside operations, security and maintenance of terminals and facilities.

Mr. Phillips is an instrument rated commercial pilot and former military helicopter pilot, holds an engineering degree from West Point, and an MBA in Executive Leadership from the University of Denver.

Following military service, Mr. Phillips worked for Boeing and the FAA, serving a key role during construction of the Denver International Airport. He has filled executive positions at six airports, including the Bend, Oregon Municipal Airport (BDN), the Missoula International Airport (MSO), the Pangborn Memorial Airport in Wenatchee, Washington (EAT), the Vail/Eagle County Colorado Airport (EGE), and the Colorado Springs Airport (COS). In 2020, Mr. Phillips was named Airport Executive of the Year by the NW Chapter of AAAE.

Mr. Phillips has served on the National Board of Directors for the American Association of Airport Executives (AAAE) and the national Policy Review Council. He is a Past President of the Northwest Chapter for AAAE and currently serves on a number of national aviation committees. He has also served on local Boards of Directors and enjoys being active in the community. Mr. Phillips is an Accredited Airport Executive (AAE) and serves as a mentor to young professionals in the aviation industry.
