Cassandra Williams, Vice President of Finance and Accounting

As Vice President of Finance and Accounting, Cassandra Williams oversees fiscal operations and financial strategy for the Department of Aviation and its multi-billion-dollar operating and capital programs. She leads teams responsible for treasury, investor relations, budgeting, forecasting, reporting, and core accounting functions. Since joining the Department in 2019 and being appointed Vice President in 2020, she has contributed to initiatives supporting airport operations, infrastructure investment, and long-term sustainability.

With a background spanning the public and private sectors, she brings expertise in strategic leadership, capital planning, and fiscal management. She began her career at a Big Four public accounting firm and later gained experience in internal audit, taxation, and financial analysis at Fortune 500 companies. She also held leadership positions in local governments throughout Pennsylvania. In those roles, she strengthened internal controls, managed technology projects, negotiated agreements, and supported operational improvements through cross-functional collaboration.

Ms. Williams is a Certified Public Accountant and holds a Bachelor of Science in Accounting from Rutgers University, a Master of Business Administration from St. John’s University, and a Juris Doctor from Temple University. She is a member of the New Jersey State Bar Association (NJSBA) and actively participates in several professional organizations, including the Government Finance Officers Association (GFOA), the Pennsylvania Institute of Certified Public Accountants (PICPA), and Airports Council International–North America (ACI-NA).

She currently serves on the ACI-NA Finance Steering Committee and as ACI-NA’s representative to the Governmental Accounting Standards Advisory Council (GASAC).
