Chellie Cameron, CEO
Rochelle (“Chellie”) L. Cameron became Chief Executive Officer in January 2016. As CEO, Ms. Cameron serves as the City’s chief aviation representative in local, state, national and international affairs. She is responsible for directing the planning, development and administration of all activities of the City’s Division of Aviation, including both Philadelphia International Airport and Northeast Philadelphia Airport. She also oversees the management of almost 900 Airport Personnel.
Cameron has served on the Airport’s leadership team since 2011. From December 2014 until her appointment as CEO in January 2016, she was the Chief Operating Officer responsible for overseeing all day-to-day operations. She began her tenure at PHL when she was named Deputy Director of Aviation, Finance and Administration in June 2011.
Previously, Cameron spent 13 years with the Metropolitan Washington Airports Authority (MWAA), which is responsible for operating and maintaining Ronald Reagan Washington National Airport, Washington Dulles International Airport and the Dulles Toll Road. During her tenure at MWAA, Cameron oversaw numerous financial and business departments for the Authority and at both Airports. Cameron’s experience also includes serving seven years as an active duty officer in the United States Air Force and one year as an Air Force civilian employee; she completed her service in 1998 as an active duty Captain.
Cameron holds a B.A. degree in Political Science with a special concentration in economics and philosophy from the University of Notre Dame and an MBA from Auburn University at Montgomery. She is a certified public accountant in the Commonwealths of Pennsylvania and Virginia and a Certified Member of the American Association of Airport Executives (AAAE).
Cameron serves on the Board of Directors’ Executive Committee for Airports Council International-North America, the National Policy Committee of AAAE, and the Boards of Directors for the Airport Minority Advisory Council, the Philadelphia Convention and Visitors Bureau, the Global Philadelphia Association, the World Trade Center of Greater Philadelphia, the United Way of Greater Philadelphia and Southern New Jersey and LEADERSHIP Philadelphia. She is also a member of the Federal Reserve Bank of Philadelphia’s Economic and Community Advisory Council and Select Greater Philadelphia’s Advisory Board.
Soledad Alfaro, CAO
Soledad Alfaro is the Chief Administrative Officer for the Philadelphia International Airport and the Northeast Philadelphia Airport. Charged with building systems and protocols to boost efficiency, Ms. Alfaro acts as a strategic planner, advisor, decision maker and problem solver for the CEO. She manages several branches of the business, including Human Resources, Communications and Public Affairs, Community Engagement, Business Diversity, Regulatory Affairs and Administrative Operations.
Prior to joining the Airport, Ms. Alfaro was the Deputy Chief of Staff for the Mastery Charter School Network, a non-profit network of 24 schools in Philadelphia, PA and Camden, NJ.
Previously, Ms. Alfaro worked in several non-profit education organizations building internal capacity, developing systems and advancing strategy in support of educational equity for children of color living in marginalized communities.
Ms. Alfaro completed her bachelor’s degree in Biology at the University of Colorado and master’s degree in Urban Education at Temple University. She is a Certified Member of the American Association of Airport Executives (AAAE).
Keith J. Brune, COO
Keith J. Brune, A.A.E., is the Chief Operating Officer at Philadelphia International and Northeast Philadelphia Airports. He is responsible for all Operations, Security, Facilities Maintenance and Stakeholder Relations. Mr. Brune has been with Philadelphia International Airport since 1991 and has held positions in Operations and Facilities Maintenance. He holds Bachelor of Science and Master of Aeronautical Science degrees from Embry-Riddle Aeronautical University and is an Accredited Airport Executive with the American Association of Airport Executives.
Mr. Brune started his career with Philadelphia International Airport as an Airport Operations Officer in 1992. Throughout his career, he has held positions as Airport Operations Superintendent, Acting Facilities Maintenance Manager, Airport Operations Manager and Deputy Director of Aviation. He is a member of the Board of Directors for the Delaware County Transportation Management Association, Board Member for the Aviation Council of Pennsylvania, a member of several committees for both American Association of Airport Executives and Airports Council International and has been a speaker at both national and international aviation conferences. Mr. Brune served in the U. S. Air Force for 10 years and is also a former adjunct instructor of aviation related classes for both Embry-Riddle Aeronautical University and Drexel University.
Tracy Borda, CFO
Tracy S. Borda was appointed Chief Financial Officer in January 2016. She is responsible for the Airport’s financial operations including accounting, budget, rates and charges, debt management, grant management, capital program funding, audit, procurement, contract management, risk management and materials management
Prior to her current role, Ms. Borda served as Acting Deputy Director of Aviation, Finance & Administration, since March 2015. She joined Philadelphia International Airport in 1995 as the Internal Audit Manager and has held various positions of increasing responsibility including Assistant Director of Aviation and Airport Administrative Manager.
Ms. Borda holds a B.S. degree in finance from the Pennsylvania State University and an MBA from Temple University. She is a certified public accountant in the Commonwealth of Pennsylvania and a member of the American Institute of Certified Public Accountants, the Government Financial Officers Association and the Finance Committee for Airports Council International - North America.
James Tyrrell, CRO
James Tyrrell is the newly appointed Chief Revenue Officer at PHL. He is responsible for business and real estate related functions including the development, purchase, sale, use and lease of all Airport properties and facilities. He also oversees air service development, food, beverage and retail concessions, rental cars and other business development activities, including wireless Internet access, Airport advertising contracts and all airline agreements. Other responsibilities include commercial management and business development at Northeast Philadelphia Airport.
Previously Mr. Tyrrell served as the Deputy Director of Aviation, Property Management/Business Development, a position he was appointed to in 2001. He joined the Division of Aviation in 1987 and served as the Airport's Property Manager from 1993-2001.
Mr. Tyrrell is a lifelong resident of Philadelphia and obtained his B.S. in marketing and management from Saint Joseph's University in 1982. He serves on Airports Council International-North America's (ACI-NA) Air Cargo Committee and previously served on ACINA Commercial Management and Business Diversity committees. Currently, he is the 2016 Airport Revenue News Airport Property Manager of the Year.
