Capital Projects at PHL

Capital Improvement Program: PHL and PNE airports are currently advancing a $1.8 billion capital program to modernize and enhance critical infrastructure.
Major Construction Projects (Airfield):

Taxiway J Reconstruction- phase 2 design will be completed in Q 1 2026 with a Q 2 2026 expected bid opening. Construction anticipated to begin late 2026.

Taxiway S Rehabilitation- Phase 1 substantially completed November 2025. Phase 2 notice to proceed given December 2025. Phase 3 design  expected completion Q1 2026 and bid shortly thereafter. 

Runway 9R-27L Rehabilitation- Phase 1 substantially completed August 2025. Phase 2 notice to proceed given December 2025. Phase 3 finalizing design and expected to be bid Q2 2026. 

Taxiway E Rehabilitation-  project began construction in August 2025 and is expected to be complete in Q4 2026.  

Major Construction Projects (Terminal and Other Areas):

Restroom Renovation Program, Phases 5-8 is expected to be complete in late 2028.  Phase 5 was completed in August 2025 and Phase 6 is currently under construction.

Parking Garage Upgrades- Projects include installation of an Automated Parking Guidance System (APGS) and OCCTV; Phase 1 (A & B garages) was completed in December 2025 and Phase 2 (C, D, E & F garages) is currently in design.  Garage C Renewal and miscellaneous repairs project is currently under construction.

Video Surveillance System Upgrade - Program includes multiple phases - Phases 1 & 2a are complete, Phase 2b is in construction, and Phase 3 design is anticipated to begin in Q1 2026.

Terminal Refresh project is currently under construction with a Q1 2026 expected completion date.

PC Air Unit Upgrades Phases 1 & 2 are complete, Phase 3 is in construction with a June 2026 anticipated completion.

A East Roof Top Unit (RTU) Replacements Phase 1 completed in March 2025, phase 2 is anticipated to be completed in February 2026, Phase 3 is in construction and expected to be complete in May 2026.  

A West Thermal Plant Phase 1 was substantially completed in October 2025,  Phase 2 is in design with a Q1 2026 expected bid opening.

Runway 8-26 Fort Mifflin Tunnel Rehabilitation project is under construction with an expected December 2025 completion date.

A West Substation is under construction with a February 2026 completion.

 

Northeast Philadelphia Airport (PNE)

Land Area: 1,118 acres
Hangars: PNE has 85 T-hangars, nine (9) corporate hangers, and six (6) open hangars for general aviation activities.

Capital Projects at PNE

Major Construction Projects:

PNE Taxiway C - project is currently under construction and is expected to be complete in Q3 2026.

PNE Administration Building is currently under construction with completion anticipated in Q3 2026.
