GENERAL

HVAC Mechanic 1 (7J01)

This is intermediate level mechanical work in the maintenance, repair, operation and installation of heating, ventilation, air conditioning and refrigeration systems (HVAC), and related utility components. An employee in this class performs routine maintenance and repair of the systems and equipment, and related utility components. Employees in this classgain experience and learn progressively more difficult and complicated maintenance and repair work necessary for advancement to the full performance HVAC Mechanic 2 class. Work includes performing preventive maintenance of the systems and equipment, and monitoring and regulating the systems equipment operations in accordance with established schedule. Work is performed under the supervision of a higher level maintenance superior and involves physical effort and exposure to disagreeable environmental conditions.

Allocating Factors

The following conditions must be met for a position to be allocated to this class:

  • Positions in this class are responsible for performing routine maintenance and repair of HVAC systems and equipment, and related utility components.
  • Positions in this class are responsible for gaining experience in the maintenance and repair of HVAC systems and equipment, and monitoring and regulating systems equipment operations.
Typical Examples of Work

These examples are illustrative only:

  • Gains experience in the maintenance and repair of HVAC systems and equipment, and related utility components; inspects and repairs the system components and equipment such as but not limited to air conditioners, boilers, large compressors, pumps and motors; replaces HVAC system components such as oil, belts, filters, fans, lubricating mechanical components,cleaning systems, calibrating controls, radiation traps, induction units and related appurtenances; repairs and replaces piping and valves used in the distribution of steam, water, air and gas; cuts and threads piping; repairs or replaces wire, fuses, switches, relays, current transducers, capacitors and motor starters; welds, solders and brazes line connections, tubing and various fittings; services domestic hot and cold water systems and components; re-covers, reclaims and recycles refrigerant; takes inventory and usage records.
  • Monitors and operates HVAC system controls and equipment in accordance with established schedule; adjusts valves, switches, electrical, electronic and pneumatic controls and related appurtenances; utilizes computer input commands to adjust automated temperature controls; utilizes laptop computer to assist in diagnosing system problems and controlling operations; may calibrate and install pneumatic and electronic control systems and equipment; works under stringent guidelines to prevent accidental or intentional release of harmful CFC and HCFC in accordance with EPA regulations.
  • May troubleshoot HVAC system controls and equipment, and related utility components.
  • May install new and/or replacement HVAC system components and equipment. 
  • Applies HVAC trade practices in maintaining, repairing, operating and installing the systems and equipment, and related utility components.
  • Attends HVAC system maintenance/skills training programs.
  • Performs related work as required.
Required Knowledge, Skills, and Abilities

Knowledge Of: 

  • The principles, practices, theories and techniques of maintaining, repairing, operating and installing HVAC systems and equipment, and related and utility components
  • The principles, practices and techniques of distribution and control of air, water and steam
  • The principles, practices and techniques of welding, brazing and soldering
  • The principles and practices of thermal dynamics of the refrigerant cycle
  • The methods, materials, tools and equipment used in the maintenance, repair, operation and installation of HVAC systems and equipment, and related utility components
  • The hazards and safety precautions involved in the maintenance, repair, operations and installation of HVAC systems and equipment, and related utility components
  • Applied chemical water treatment procedures necessary to maintain non-corrosive systems

Ability To: 

  • Perform preventive maintenance and repair of HVAC system components and equipment
  • Learn the use and application of personal computers to perform systems diagnosis and operations
  • Erect and work from ladders and scaffolding

 

MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE

The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests. Applications submitted by candidates for this class will be reviewed based on training and experience requirements as approved on 8/08.

Education: Completion of a post high-school HVAC and/or Refrigeration and Air conditioning trades program from an accredited technical institute, trade school or college, including possession of a diploma indicating completion of all program curriculum requirements.
 

OR
 

Education: Equivalent to the twelfth school grade AND General Experience: Two years of experience in the maintenance and repair of air conditioning, refrigeration, heating and ventilation systems and related primary and peripheral utility components.

Physical and Medical Requirements: Ability to physically perform the duties and to work in the environmental conditions
required of a position in this class.

LIcenses, Registrations, and/or Certificates:

  • Possession of a grade "A" Steam Boiler, Stationary and Refrigeration Engineer license or a grade "B" Refrigeration Engineer license issued by the Philadelphia Department of Licenses and Inspections if required by work assignment.
  • Possession of a valid proper class motor vehicle operator's license issued by the Commonwealth of Pennsylvania prior to appointment and during tenure of employment as an HVAC Mechanic, if required by work assignment.
  • Possession prior to appointment and during tenure of employment of an Environmental Protection Agency (EPA) approved Universal Technician Certificate for the proper handling of cfcs if required by work assignment.
  • Employees are required to obtain any license or certification by federal, state, or municipal mandate if required by work assignment.
