Redevelopment and Expansion Plans Documentation
The City of Philadelphia Department of Aviation (DOA) is continuing the environmental assessment and review process following the completion of the Final Environmental Assessment (Final EA) and Finding of No Significant Impact/Record of Decision (FONSI/ROD) for the proposed West Cargo Redevelopment and Expansion Plan at the Philadelphia International Airport (PHL).
The DOA applied for an U.S. Army Corps of Engineers permit pursuant to Section 10 of the Rivers and Harbors Act of 1899 (33 U.S.C. 403) and Section 404 of the Clean Water Act (33 U.S.C. 1344) associated with the West Cargo Development expansion project, which includes the re-location of Tinicum Island Road and offsite wetland mitigation at Franklin Delano Roosevelt (FDR) Park. The U.S. Army Corps of Engineers issued a supplemental public notice on March 17, 2022 to seek comments from the public and interested parties on a proposed offsite mitigation project proposed in FDR Park. The proposed project location is within the western end of PHL, and encompasses the recently acquired western properties including the former Henderson parcel. The proposed offsite mitigation project is within FDR Park located just south and west of the intersection of South Broad Street and Pattison Avenue.
The public notice and associated plans are posted below. Comments are requested by April 1, 2022.
