The City of Philadelphia DBE Program Office certifies firms to participate on projects that receive federal funding. The DBE Program Office operates under federal law (49 CFR Part 23 & Part 26 ) and the Mayor’s Executive Order #14-08. The DBE Program is a small business program that has both personal net worth and business size caps.
The Pennsylvania Unified Certification Program (PA UCP) provides “one stop shopping” for certification of DBE applicants. A DBE applicant need only file one application to become certified for all recipients of United States Department of Transportation (FAA, FHWA, and/or the FTA) funds in Pennsylvania.
The City of Philadelphia Office of Economic Opportunity (OEO) registers firms to participate on projects that are funded solely by the City.
PHL 3-Year DBE Goals
In fulfillment of the requirements of Title 49 Code of Federal Regulations Part 26 (49 CFR Part 26), the Philadelphia International Airport has developed a proposed Overall Goal for FFY 2023-2025 for Airport Improvement Program (AIP)-funded projects at the Philadelphia International Airport and the Northeast Philadelphia Airport. A public meeting was held on May 23, 2022 to review the methodology used to calculate the proposed goal; the meeting's presentation is available at FFY 2023-2025 Proposed DBE Goal.
