Office of Business Engagement

The Office of Business Engagement (OBE), formerly the Office of Business Diversity, facilitates business participation in Philadelphia International Airport and Northeast Philadelphia Airport contracting and fosters competitive opportunities for business enterprises through technical assistance, capacity building, and supportive services. OBE engages with businesses to provide the tools and resources needed to compete successfully for airport contracts. The OBE operates under federal regulations (49 CFR Part 23 Part 26 ) and the Mayor’s Executive Order #14-08. The Disadvantaged Business Enterprise (DBE) Program is a business program that has both personal net worth and business size caps. The OBE is one of five certifying members of the Pennsylvania Unified Certification Program (PAUCP). 

The PAUCP provides “one stop shopping” for certification of DBE applicants. A DBE applicant need only file one application to become certified for all recipients of United States Department of Transportation (FAA, FHWA, and/or the FTA) funds in Pennsylvania.

The City of Philadelphia Office of Economic Opportunity (OEO) registers firms to participate on projects that are funded solely by the City.

PHL 3-Year DBE Goals

In fulfillment of the requirements of Title 49 Code of Federal Regulations Part 26 (49 CFR Part 26), Philadelphia International Airport (PHL) has developed a proposed Overall Goal for FFY 2026-2028 for Federal Aviation Administration (FAA)-funded projects at PHL and Northeast Philadelphia Airport (PNE). A public meeting was held on July 22,2025 to review the methodology used to calculate the proposed goal; the meeting's presentation is available at FFY 2026-2028 Proposed DBE Goal.

PHL is proposing a FY 2026-2028 DBE goal of 10.32% which will be effective October 1, 2025.

Notice to All DBE/ACDBE Firms:

Effective October 3, 2025, the United States Department of Transportation (USDOT), Office of Civil Rights, published a DBE/ACDBE Interim Final Rule (IFR). As a result of the IFR, there are changes to the DBE/ACDBE program that have caused us to pause the certification process. Therefore, we are not accepting new DBE/ACDBE certification applications or DOEs at this time.

To determine if a firm is currently DBE and/or ACDBE certified and/or to verify a firm's NAICS codes, please refer to the online DBE Directory. The Directory is updated in real-time and contains a complete list of all certified firms. If a firm is not in the DBE Directory, it means that the firm is not currently certified. The Stakeholder Letter (under "Additional Info") provides more information.

Disclaimer: Certification and the information listed within this directory is not a guarantee of a firm's capacity or ability to perform specific tasks or services. DBE certification now requires individual documentation of economic disadvantage. The reevaluation process is underway. New certification standards focus on personal narratives demonstrating:

  • Economic hardship
  • Systemic barriers to education, employment, or business opportunities
  • Denied opportunities compared to similarly situated persons
Disadvantage determination cannot rely on race or sex. Personal net worth threshold remains $2,047,000.
 
The following requirements remain in effect:
  • Contract clauses per 49 CFR §§ 23.9 and 26.13 (FAQ B.8)
  • Prompt payment requirements per 49 CFR § 26.29 (FAQ B.9)
  • Nondiscrimination provisions
Commercially Useful Function (CUF) reviews are suspended during reevaluation (FAQ B.2)
Uniform Reports are not required until reevaluation is complete (FAQ C.5)
