City of Philadelphia Division of Aviation Announces Delicsha Wilds as New CAO

Delicsha WildsThe City of Philadelphia’s Division of Aviation (DOA) has announced Delicsha Wilds as its new Chief Administrative Officer (CAO). Wilds, who joined the Division of Aviation in 2019 as Deputy Director of Human Resources, had served the dual role of Acting CAO and Deputy Director of Human Resources since May 2021.  

Wilds has over 25 years of experience in HR management. Before joining the Division of Aviation, Wilds was the Administrative Services Director for the Office of Property Assessment, where she was responsible for leading the administrative functions including, budget, procurement, payroll, facilities management, and human resources. She began her human resources career as a management trainee in the Philadelphia Department of Prisons, where she was promoted through the ranks to the Human Resources Manager.  

“Delicsha’s leadership and experience has been invaluable throughout the COVID-19 pandemic,” said DOA CEO Chellie Cameron. “She and the DOA’s HR team have navigated the new world of having an on- and off-site workforce and successfully managed our unprecedented Early Retirement Program, all while striving to create a diverse and equitable environment for all employees.”   

As CAO, Wilds will continue to oversee HR, as well as the DOA’s Diversity & Inclusion, Information Security, Government Affairs, Community Engagement, Communications, Accessible Programs, Workforce Development and Racial Equity teams.  

Wilds is a member of the Society of Human Resources Management and the Airports Council International-North America (ACI-NA) Human Resources Committee. She has an MBA in HR Management from Capella University.
