ppulingam, Chief Development Officer at Philadelphia International Airport (PHL) and Northeast Philadelphia Airport (PNE), was honored as Airport Executive of the Year at the Northeast Chapter American Association of Airport Executives (NEC/AAAE) annual airports conference in Hershey, Pa., last month.
Appulingam oversees a $2-billion development program, leading the transformation of airfields, terminals, and roadway systems. The Department of Aviation recently launched Transform PHL, a strategic initiative designed to showcase the scope and progress of capital improvements projects being executed under her leadership. Transform PHL provides transparent, real-time visibility into ongoing and completed work for both employees and passengers. “We’re inviting travelers to be part of our transformation journey,” said Appulingam. “Through Transform PHL, guests and employees can view completed enhancements and gain insight into work underway across both public and non-public areas.”
She has also led efforts to ensure the airports are ready for 2026. In the award presentation, Appulingam was “recognized as a leader whose impact extends far beyond infrastructure, shaping not only airports, but the future of the aviation industry. Her leadership has expanded major modernization seamlessly without disrupting daily operations, maintaining 24/7 continuity while advancing safety, sustainability, and long-term resilience.”
For Appulingam, innovation and inclusion go hand in hand. Economic opportunity, supplier opportunities, and workforce development are tied directly into the execution of every major project she leads.
The Department of Aviation congratulates Appulingam on this well-deserved honor and is proud to celebrate her leadership, vision, and continued impact on the future of aviation.
