The Department of Aviation completed its first Construction Academy for local businesses with a “Money Module” session and Behind the Scenes Tour of Philadelphia International Airport (PHL). The Academy is part of its “Change Your Altitude” program designed to help contractors and business owners better understand airport operations, explore contracting opportunities, and build the capacity needed to pursue future work with PHL/PNE.
The final session began with Chief Operating Officer Greg Phillips discussing airport operations, considerations for construction, and updates on current and new facilities. “We need to continue to build and refresh our facilities,” he shared.
"There is a tremendous opportunity for firms in the construction industry." Sherrise Rowe, Director of Federal Contracting Initiatives, offered participants words of encouragement. Rowe reminded the group: "Drawing on the philosophy of economist Dr. Claud Anderson, you must understand how the system works before you can change it.” Rowe encouraged participants to continue building on the foundation the PHL Construction Academy provided. "Dedicate someone on your team to actively pursuing opportunities not only with the airport or the city. Use each other as a resource."
Held in May, the Money Module session featured presentations from city and airport procurement leaders along with representatives from local community and banking institutions. They provided participants with practical business insights and resources aimed at supporting long-term growth and sustainability. The session highlighted ways contractors can strengthen their operations, build capacity, and prepare for future opportunities with PHL/PNE. Participants were encouraged to business opportunity programs available to participants, including the Annual Business Opportunity Forum and Monthly Doing Business in the City sessions. Attendees also received guidance on pursuing contract opportunities, including registering as vendors with the city, responding to bids, and understanding bonding requirements.
“The Philadelphia Airport Construction Academy provided valuable insights into how PHL/PNE conducts business, the opportunities available to contractors, and the resources in place to support their success,” said participant Randy Washington, President and CEO of LSN Contractors & Construction. “The program offered practical guidance on business operations, financial management, and long-term growth while helping participants build professional relationships and gain a deeper understanding of the airport’s culture and commitment to creating opportunities for diverse businesses. The knowledge and connections gained through the Academy will have a lasting positive impact on my company and the broader contractor community.
During the tour of the terminals, attendees gained knowledge of airport operations, newly renovated projects, including new restrooms being built in phases, the award-winning art program where local artists from all disciplines are recognized, and had a look of construction underway for the upcoming restaurant Lafayette’s, coming soon to PHL. Attendees also learned how the airport and general contractors work simultaneously on new projects and designs.

Participants received certificates for completing the Construction Academy at the closing luncheon that left attendees feeling engaged, motivated, and informed with upcoming opportunities PHL has to offer. They also received a playbook with all of the presentation content from the three module sessions
“This was a very informative session. It’s really important for contractors to understand how to contract with airport projects and there was a lot of information I didn’t know before. I have never done work with the airport, but today I can say I understand how the airport works as a contractor,” says participant Eric Dassi of Apha to Omega Construction LLC.
"It is exciting to see so many family-owned businesses represented here. Many of you are not just building a business you are building a legacy and providing jobs that strengthen our local economy. The work you do creates real impact in the city of Philadelphia. I am genuinely excited to be a part of your journey," Rowe said. "The Office of Business Engagement and the Procurement Administrative Unit are here, and we are committed to supporting you every step of the way."
