PNE Administration Building Renovations – Approaching Completion

Northeast Philadelphia Airport (PNE) is undergoing a major transformation to modernize and decarbonize its facilities. At the heart of these efforts is the comprehensive renovation of the PNE Administration Building, a project that has been underway for over a year and is nearing completion. The construction is part of the Department of Aviation Capital Development Group’s Transform PHL & PNE Airport Improvement Projects. Employees are eager to transition from temporary trailers to the new office space.

As part of ongoing infrastructure upgrades, PNE is renovating its administration building, which was built in 1976, to create a more functional, modern and sustainable workplace. This comprehensive renovation took the building down to its brick walls and spans architecture, interiors, and all major systems. It also reflects PNE’s commitment to innovation, sustainability, and employee well-being.

“We are all eagerly anticipating our move into the new building later this year,” said PNE Airport Operations Manager John Brewer. “The old building felt uninviting and outdated, with block walls and a poor layout. Once renovations are complete, the new administration building will be modern, access-controlled, and feature an excellent layout. The trailer has served its purpose, but we are more than ready for the upgrade. Each week, as I walk through the building with our project manager, I see significant progress. It's incredibly satisfying to witness the transformation and to know that I contributed to the overall design and selection of finishes and furniture.” Brewer added that everything in the building will be brand new: the ceiling, walls, windows, entrance canopies, and, most importantly, a welcoming space for both staff and the public.

A commitment to sustainability

The Department of Aviation aims to achieve Leadership in Energy and Environmental Design (LEED) Gold Certification for sustainable design and construction. LEED Gold is a high tier of green building recognition awarded by the U.S. Green Building Council (USGBC). A 1.5-megawatt geoexchange system was installed to provide renewable energy for heating and cooling the administrative building. Eight wells that are drilled 500 feet into the airport property provide geothermal energy from below the surface of the earth to help heat the building in the winter and keep it cool in the summer. The building renovations will significantly reduce energy usage, and the geoexchange system will allow full electrification of the facility, meaning that it no longer relies on fossil fuels. Additional upgrades include energy-efficient LED lighting, sustainable building materials, responsibly sourced furniture, a modern access control system, enhanced security cameras, low-flow fixtures, bicycle storage, and two EV chargers in the parking lot.

"The LEED Gold Certification will set a new standard for our airports and mark an important milestone in our commitment to sustainable design,” said Department of Aviation Chief Development Officer Api Appulingam. “The PNE Administration Building renovation demonstrates that leadership in energy and environmental design is not only a goal, but a responsibility.  As our Department's first LEED-certified project, it sets the foundation for a more sustainable and environmentally responsible future across our airport system."
